Strobe Light is more of a glittery top coat.
I got the shade Strobe Light. It's really more of a top coat with glitter than a polish on its own. It has a clear base so it doesn't change the color of polish and it has tons of pieces but they're not as pretty on my nails as they are in the bottle. It takes a while for this polish to dry but then it stays put quite well. I find that any glitter top coat like this one has more longevity than normal colors. It was very cheap at under $2.00 and it sparkles up my nails. I am going with 4 stars for THIS shade. I have used others that chipped and never really dried in this same line that I would not buy again. I would repurchase Strobe Light though.
